Responsible Recruitment Capacity-Building Workshop for Distant Water Fisheries

KT Asia are proud to collaborate with Thai Union to co-host the “Responsible Recruitment Capacity-Building Workshop for Distant Water Fisheries” in Kaohsiung, Taiwan this week. The workshop aimed to support supply chain partners and associated recruitment agencies in strengthening their understanding of recruitment risks, international expectations for responsible recruitment, and the practical use of tools to enhance due diligence, internal management, human rights protections, and sustainability across the supply chain. KT's senior consultant Mr. Daniel Yang led the group of fishing companies, labour recruitment agencies, representatives from the Taiwan Fisheries Agency and key fisheries associations through applied discussions on recruitment risks and responsible recruitment expectations, with a focus on the practical use of due diligence and risk assessment tools.

 

Mr. Yang, drew on his experience in social responsibility and as a fishing vessel auditor, to share anonymised, real-world case examples highlighting common recruitment risks and mitigation measures in Taiwan’s distant water fisheries.  He described the event as, "providing practical guidance on recruitment agent mapping, due diligence implementation, and the respective roles and responsibilities of fishing companies, recruitment agencies, and sending-country agencies". “We are pleased to co-host this workshop with KT Asia. This workshop is among the first in recent years to bring together both fishing companies and their partner Taiwan-based recruitment agencies as the primary audience in the same forum. By convening key actors across the labour supply chain, the event fosters more aligned discussions on shared responsibilities, practical implementation challenges, and concrete improvements to strengthen responsible recruitment. Thai Union will continue working hand in hand with our supply chain partners to advance social responsibility and human rights.” said Kimi Lee, Responsible Sourcing Consultant at Thai Union.

 

The workshop concluded with a strong focus on practical next steps, encouraging participants to review recruitment practices, strengthen recruitment partner mapping and due diligence, and improve documentation and monitoring systems. Participants were also encouraged to engage early with Thai Union and KT Asia when recruitment risks are identified, as part of a continuous improvement approach across the supply chain.

楊啟群結合其於社會責任領域以及漁船稽核的實務經驗,透過去識別化的實際案例,說明台灣遠洋漁業在船員聘僱流程中常見的風險樣態以及因應措施。他亦指出,本次研討會提供了有關勞務仲介盤點、盡職調查措施,以及漁業公司、勞務仲介與移工母國勞務仲介於相關流程中所應扮演角色與責任的實務指引。Thai Union 負責任採購顧問 Kimi Lee 李宜澄先生表示:「我們很高興能與 KT Asia 共同舉辦此次研討會。這是近年來少數同時以漁業公司及其在台灣在地合作勞務仲介夥伴為主要對象,並於同一平台交流的研討活動之一。透過匯聚勞動供應鏈中的關鍵利害關係人,本次活動促進了對共同責任、實務執行困難,以及強化負責任聘僱之具體改善措施的更一致討論。Thai Union 後續將持續與供應鏈夥伴攜手合作,推動社會責任與人權的發展。」

 

研討會最後聚焦於具體可行的後續行動,鼓勵與會者重新檢視現行聘僱實務,強化勞務仲介盤點與盡職調查流程,並改善文件管理與監督機制。與會者亦被建議在發現潛在聘僱風險時,及早與 Thai Union 及 KT Asia 聯繫,作為供應鏈中持續改善負責任聘僱實務的一環。
